47. Mr. Moyle

asked the Minister of Transport and Civil Aviation if he will now state what progress has been made on his consultations with the associations of local authorities about the powers and responsibilities of urban and county authorities in relation to street lighting.

Mr. Nugent

No consultations are taking place with the associations of local authorities on this subject.

Mr. Moyle

Does not the Parliamentary Secretary think that it is about time such consultations took place with local authorities in order to get something like tidy administration in this matter? Could not his right hon. Friend consider giving some encouragement to local authorities so that lighting, particularly on the traffic routes, could be put on the same terms as road improvements in ranking for grant?

Mr. Nugent

We have considered with them the basis of financing these grants, but not the shifting of powers and responsibilities. We have not at present been able to make progress on the point we did consult about.
