I beg to move, in page 13, line 21, after "person", to insert: authorised in that behalf by the Board". Under subsection (1) of the Clause it is clear that it might be necessary for the collector of dues from vessels in the Haven to go aboard from time to time to settle certain difficulties which may have arisen. As the Clause is at present drafted the collector of dues may take with him to a vessel "any other person" whom he may choose. It seemed to us undesirable that this should not be defined more closely to prevent any question of any irresponsible person having access to the vessel.

The purpose of the Amendment is to ensure that the collector may be accompanied by a person authorised by the Board, as, for instance, a lawyer or somebody from the Conservancy Office.
