asked the Minister of Transport and Civil Aviation what action he has taken to prevent traffic congestion in London from reverting to the conditions which existed before petrol rationing.

Perhaps the hon. Member will be kind enough to look again at the Answer I gave him on 13th February.

Is the right hon. Gentleman aware that last week he expressed the pious hope that we shall not return to quite the state of congestion that we had before? Is he aware that the traffic chaos in London has already caught up with him, before he has taken any specific action during the period of petrol rationing? Has he seen a report published the other day showing that 3 per cent. of the people who travel to work in central London and who use their private cars for that purpose are the chief cause of congestion? When will the Minister tell us what he has done or hopes to do before petrol rationing comes to an end?
