Mr. Speaker

We now come to a series of Amendments to Clauses 13 and 14 which seem to me, if I can put it shortly, to propound two alternative financial schemes, one being that embodied in the Amendments in the name of the noble Lord the Member for Dorset, South (Viscount Hinchingbrooke) and his hon. Friends and the other being that embodied in the Amendments in the name of the Minister. It seems to me that it would be difficult to discuss each one individually without referring to the others.

What I would propose to the House for its consideration is that we might have a general discussion on all these Amendments, and then I will call the Amendment standing in the name of the noble Lord for a Division, if that is required. If that is agreeable to the House, I think that it would make the debate easier, shorter and more relevant.
