53. Mr. Callaghan

asked the Minister of Health if he is ready to propose amendments to the National Assistance Act, 1948, to make it possible for him to pay a grant to voluntary associations who, having acquired premises for housing elderly people, wish to extend them at a later date.

Mr. Turton

Legislation to amend Part III of the National Assistance Act, 1948, is not at present contemplated.

Mr. Callaghan

Does not the Minister think it is anomalous that he should have power to grant money to acquire premises to house elderly people but no power to give a grant to extend the premises once acquired? Is it not a power he might very well seek?

Mr. Turton

The whole basis of Exchequer assistance to the finances of local authorities is under review at the present time, and it would be most untimely to make this amendment now.
