asked the Minister of Housing and Local Government if he will withdraw Circular No. 59/56, based on Section 2 of the Housing Subsidies Act, 1956, with a view to easing the financial burden placed on local authorities.

Mr. Powell

This is a matter which will be for discussion on the draft Order under Section 2 laid before the House on 1st November.

Mr. Royle

I am aware of that. Is the hon. Member aware that I am giving him an opportunity of doing something before that Order is laid? Does he fully appreciate the aggravation which the Order has caused local authorities, especially those with very long waiting lists for houses? Will he try to dispel the general impression that the main ingredient of his right hon. Friend is cynicism?

Mr. Powell

Those are points which will no doubt be made and which will certainly be rebutted during the debate on the draft Order.
