asked the Postmaster-General if he will introduce legislation to amend the Television Act in such a manner as to enable his Department to monitor the programmes.

That is rather an amazing reply. How can the right hon. Gentleman be sure that the I.T.A. is not breaking the Television Act unless he is in a position to have the services monitored? Is he aware that the I.T.A. has already admitted that it is showing far and above its quota of American films in relation to British films?

Dr. Hill

In its wisdom, the House placed firmly on the Independent Television Authority the responsibility for securing observance of the Act. It would be wasteful, unnecessary and inconsistent with that for the Post Office to establish a continuous monitoring service.
