asked the Secretary of State for Air to what extent technical qualifications are given consideration in the choice for promotion of the junior grades of the civilian employees of the Royal Air Force at outstations.

While I thank my right hon. Friend for his reply, may I ask whether he is aware that there is an impression among those employees that those qualifications, which are frequently obtained as a result of quite hard work and so forth, do not always get the priority which they seem to deserve when the question of promotion arises? Will he keep this question under review and give any instructions which he feels to be necessary?
