I have been asked to reply.

It had been hoped that it would be possible to introduce legislation to permit the imposition of countervailing and antidumping duties before now. I regret, however, that the legislative programme which confronts us during the rest of this Session will leave no opportunity for the consideration of what is necessarily a complicated and technical measure. It is intended that the appropriate legislation should be introduced early next Session, and I wish to make it clear that the Government have not altered their opinion about the importance of such legislation.
