asked the Secretary of State for Scotland whether he has now given consideration to a proposal put forward by Dunbar and certain other burghs for the staggering of school holidays.

I have considered this proposal, but I do not think that staggering of school holidays would be an effective way of attaining the object which the holiday resorts have in mind.

But is my right hon. Friend aware that this was purely a tentative suggestion, and that it is worth exploring every possible way to relieve the congestion during the short holiday period?

I see the point made by my hon. and gallant Friend. I think that the hon. Member for Hamilton (Mr. T. Fraser) has some experience in these matters. I am afraid that it is not very easy to alter these old habits and customs.
