22. Mr. Hector Hughes

asked the Secretary of State for Scotland if he is aware that the Rejection Scheme of the Herring Industry Board as now framed precludes fish merchants on the East Coast of Scotland from its benefits in respect of West Coast landings; that this scheme cannot be rectified or amended without his concurrence; and if he will now take steps in conjunction with the Herring Industry Board to have it amended in such a way as to give East Coast fish merchants its benefits in respect of West Coast landings.

The answer to the first two parts of the Question is in the affirmative. The Herring Industry Board rule governing this matter expires on 30th April and the Board has advertised its intention, subject to the approval of Ministers, of making a new rule, with effect from 1st May. My right hon. Friends and I will consider any representations made to us in accordance with the statutory procedure before deciding whether or not to approve the rule.
