asked the Secretary of State for the Home Department if he will remit the fines of £1to £6 each imposed on 14th June on 15 Brighton seafront traders for offering fancy goods, etc., for sale on Sunday, 6th May, in view of the fact that such sales will become legal when the promised legislation to implement the Gowers Report is passed.

No, Sir. It would be quite wrong for me to anticipate any Amendment of the law by administrative action.

Can my right hon. and Gallant Friend give us any idea when this administrative action is to take place, because at the present time we are suffering from very bad weather, and it seems very unfair that on a Sunday, when Cup-Tie people were in Brighton—and a lovely day it was—Brighton traders should not have been allowed to remain open?

From what I have said, my hon. Friend will realise that this is a legislative, not an administrative, matter. I have already said that legislation on this matter will be introduced as soon as possible.
