Resolution reported,

That, for the purposes of any Act of the present Session to provide for the federation of certain West Indian colonies and for the transfer, to a court established for the purposes of the federation, of the jurisdiction of the Court of Appeal established by the West Indian Court of Appeal Act, 1919, and the dissolution of that court; to provide for conferring on the first-mentioned court jurisdiction to hear and determine appeals from the courts of colonies which are not for the time being included in the federation and to repeal the British Honduras (Court of Appeal) Act, 1881; and for purposes connected with the matters aforesaid, it is expedient to authorise—
  1. (1) the payment out of moneys provided by Parliament—
    1. (a) of such sums, not exceeding in the aggregate one million pounds, as may be required by the Secretary of State for the purpose of making grants towards defraying the cost of establishing the seat of the Government of the federation established by virtue of the said Act; and
    2. (b) of such sums as may be required by him for the purpose of making, in respect of the period of ten years beginning with the first day of January next after the establishment of the said federation, grants to that Government for the purpose of enabling it to make grants to the governments of colonies for the time being included in the federation whose resources are, in its opinion, insufficient to enable them to defray their administrative expenses; and
  2. (2) the payment out of moneys provided by Parliament or out of the Consolidated Fund of any increase in sums payable thereout under any other enactment which is attributable to an Order in Council made under or by virtue of the said Act.
