23. Mr. Rankin

asked the Secretary of State for Air if he has now reviewed the procedure governing flight in controlled air spaces; and whether, and to what extent, the existing rules have been altered.

Mr. Birth

The review is not yet complete. Meanwhile, as the hon. Member knows, we have increased the visibility and cloud clearance governing visual flight rules and have prohibited any manoeuvre within the airways which would seriously restrict the pilot's view.

Mr. Rankin

When the review is completed, will the Minister ensure that all aircraft using controlled air spaces will in future fly only under air traffic control clearances so that, whatever the flying conditions may be, there will be no chance of two aircraft seeking to occupy the same spot at the same time?

Mr. Birch

Naturally, when the review is completed I will inform the House of the decisions.
