21. Mr. de Freitas

asked the Secretary of State for Foreign Affairs whether, in view of the terms of the communiqué of the North Atlantic Ministerial Council dated 16th December, he will make a statement as to the steps taken by the British representative to have measures of co-operation under Article 2 of the Treaty examined by the Permanent Council.

Lord John Hope

The Permanent Council has already begun its examination and is now considering proposals made by the British and other permanent representatives.

Mr. de Freitas

When can we have a statement either by the Council or by Her Majesty's Government on what questions are being considered?

Lord John Hope

A statement will be made as soon as the Council can reasonably make one. I do not think it would be helpful to make a statement now, while these discussions are just beginning.
