§ Mr. BirchThe detailed figures for 1938 are not available. I can however give the ratio of the staffs service and civilian at the Air Ministry Headquarters to the total strength of the Royal Air Force. In 1938 it was about 1 to 15 and in 1955 about 1 to 30—much better.
