22. Mr. Rankin

asked the Secretary of State for the Colonies whether he will consult with the Government of Tanganyika on the appointment of an extramural tutor of the University College of East Africa; and whether he will consider the use of colonial development and welfare funds to make this appointment financially possible.

Mr. Hare

The Government of Tanganyika are considering, in the light of experience so far gained from the pilot scheme in Uganda, the priority which they should accord to the financing of such an appointment, having regard to the funds available to them for educational purposes from colonial development and welfare sources and territorial revenue.

Mr. Rankin

Does the Minister of State agree with the director of education in Tanganyika that this is a desirable appointment? Is he aware that finance is the obstacle to its implementation? Will he see that money from colonial development and welfare funds can be used to some extent for this purpose?

Mr. Hare

I have great sympathy with the hon. Gentleman, for I know that this is the seventh time he has put the Question down. I must point out to him that it is for the Government of Tanganyika to make a request, if they so desire, for the allocation of C.D.W. funds to such an objective. If they wish it, funds can be made available for this purpose. It is their decision, not ours.
