asked the Secretary of State for the Colonies what are the composition and terms of reference of the committee which is to consider the representation of Buganda in the Uganda Legislature.

Mr. Hare

The committee has been set up by the Buganda Government to study methods of introducing direct elections for the Buganda representatives in the Uganda Legislative Council. This is in preparation for the joint review which, under the Buganda Agreement of last year, Her Majesty's Government have undertaken to arrange in 1957. The committee consists of the Minister of Education in the Buganda Government as chairman and four other members.

Will the right hon. Gentleman give an assurance that no steps will be taken to establish a franchise on a racial basis in Buganda without reference to the non-African permanent residents in that territory and without consultation with other territories in Uganda?

Mr. Hare

I think that these things would be better discussed when the review takes place next year.
