asked the Secretary of State for the Colonies (1) what steps are being taken to provide road access for the Carib population and other residents of the Solybia and Castle Bruce areas of the Island of Dominica;

(2) whether he is aware that, in consequence of lack of communication systems, the Carib population of Dominica, living in the Solybia and Castle Bruce areas are cut off from the rest of the island both economically and educationally; and what efforts he is making to put this right.

I am in consultation with the Governor about this and will write to the hon. Member as soon as possible.

Mr. Jones

Can the right hon. Gentleman say whether it is possible to make Colonial Development and Welfare funds available for this purpose in order that those people may have access to the main town in the island?

Mr. Hare

It is proposed that between 1955 and 1960 considerable emphasis should be laid on communications, in considering the use of those funds, and I think I am right in saying that during this period £900,000 will be spent, of which it is proposed to spend 30 per cent on road construction.
