Will my right hon. Friend consider the possibility of not charging this duty in the case of horses of national value until the horses are actually sold, as I understand happens in the case of pictures of national value?

In considering this question, will my right hon. Friend consult the Minister of Agriculture and also read the Report on the National Stud, which the Government have had for some months, and about which they have not yet made any comments?
