§ Mr. WatkinsonThe effective capacity of a port depends upon a number of factors, and I could not attempt to particularise the individual ports which may have spare capacity for different classes of traffic. Port authorities bring to the notice of shippers and shipowners the capacity they have available for particular trades. The distribution of traffic between ports is ultimately the responsibility of the shippers.
