asked the Minister of Transport and Civil Aviation when it is proposed to bring into operation Section 41 of the Road Traffic Act, 1956, with regard to advancing lighting-up time in summer by half-an-hour.

While thanking my right hon. Friend for that reply, may I ask whether he would say that on the ground of road safety this advance of the lighting-up time by half-an-hour in the summer should be strictly obeyed by cyclists as well as by drivers of mechanically propelled vehicles?

Yes, Sir. I am much obliged to my hon. Friend. If we make this small, but I think important, modification, I hope that everybody will abide by it, otherwise it will be quite purposeless.
