§ 37. Mr. Remnantasked the Minister of Health whether he will now take steps to ensure that nationals of foreign countries which have no reciprocal arrangement shall in all cases pay for such benefits as they may receive under the National Health Service.
§ Mr. TurtonThis is a problem which presents difficulties, but I have the whole question at present under review.
§ Mr. RemnantWill my right hon. Friend bear in mind the consideration that there seems to be little justification for the British taxpayer financing foreign nationals who can well afford to pay?
§ Sir F. MesserAnd have them spreading infection—is that what the hon. Member wants?
§ Mr. TurtonAlthough there is no statutory power to refuse treatment to anyone, once he is in this country, my Department tries in many ways to ensure that treatment given to non-residents is paid for.
§ Mr. DonnellyWill the Minister make it clear, so far as this proposition is concerned, that only a small amount of money is involved—
§ Mr. RemnantHow much?
§ Mr. Donnelly—when taking into consideration the whole cost of the Health Service? Will the right hon. Gentleman give a firm assurance that he will not accept a resurrection of the mean little campaign by the party opposite?
§ Mr. TurtonAlthough I realise that the amount of money involved is not very considerable, I know that hon. Members of all parties feel rather strongly on this matter. [HON. MEMBERS: "No."] Well, I am surprised at that outburst, because when the party opposite were in power they made provision that when foreigners came to this country for the ostensible purpose of receiving treatment they should pay, and that is exactly what I am doing at present.
