§ 17. Mr. Warbeyasked the Secretary of State for Foreign Affairs whether he is now in a position to make a statement regarding revised arrangements for the execution of that part of the Geneva Agreement relating to the holding of free elections in Vietnam.
§ Mr. NuttingNo, Sir. This is a point to be settled between the competent representative authorities in the two zones of Vietnam.
§ Mr. WarbeyCan the right hon. Gentleman say what effort is being made by Her Majesty's Government to secure the execution of the agreement to which the Vietnam Government are a party? Can the right hon. Gentleman say, for example, whether the Government of South Vietnam have been asked to elucidate the statement that they are in favour of holding free elections for the reintegration of Vietnam if all the conditions for a free vote have been secured? Has any attempt been made to elucidate the conditions which are there mentioned?
§ Mr. NuttingIt would be contrary to all practice to reveal the precise details of discussions on this matter, or of any other confidential issue between Governments but, as the hon. Member knows, Her Majesty's Government have advised the Government of Vietnam in the past to enter into consultations with the Vietminh authorities, as provided for in the final declaration of the Geneva Conference. There is no change in the policy of Her Majesty's Government, but we do not control the policy of the Vietnamese Government, who do not consider themselves bound by the Geneva Conference agreement, to which they were not a party.
§ Mr. YoungerIs it the right hon. Gentleman's intention that a statement shall be made about the talks between representatives of the Government and representatives of the Soviet Government on this matter?
§ Mr. NuttingI should like notice of the question whether a statement will be made. The talks still continue, but in 1768 the meantime we will consider the suggestion.
§ Mr. WarbeyCan the right hon. Gentleman say whether he has had any discussions with the American Government, who seem to have some influence on the actions of the South Vietnam Government?
§ Mr. NuttingWe are, of course, in touch with the United States Government on this matter.
