I beg to ask leave to present a humble Petition, signed by 240,652 of the people of the Principality of Wales, who desire to express their strong conviction that this honourable House, with its centralised form of legislative machinery, is precluded from adequately dealing with the distinctive national problem of Wales.

The Petitioners further express the conviction that self-government within the framework of the United Kingdom should accrue to the good government both of Wales, and of the other parts of the United Kingdom, and they conclude: We pray your honourable House to promote an Act of Parliament to secure for Wales a Parliament with adequate legislative authority in Welsh affairs. And your Petitioners, as in duty bound, will ever pray. Petition to lie upon the Table.
