asked the Secretary of State for the Home Department if he will now make a statement in regard to the building of a second public house on the Harraby Estate, Carlisle; and what local consultations he is having in regard to this.

The State Management Districts Council have advised me that they share the view of the Carlisle Corporation that the population of the Harraby Estate when completed will justify a second public house. The Corporation has reserved a suitable site and negotiations are now proceeding for its purchase by the State Management Scheme. The Local Advisory Committee also approves of the project, but building will have to be postponed owing to present restrictions on capital expenditure.

While I thank my right hon. and gallant Friend for his reply, may I ask him to take advice on the Harraby Estate as to whether people would prefer a private enterprise public house as an alternative to a State-run public house?
