asked the Secretary of State for the Colonies whether he will make a full statement on the constitutional reforms recently carried out in Uganda.

Mr. Lennox-Boyd

I would refer my hon. Friend to my despatch of 20th July to the Governor of Uganda, a copy of which is in the Library, and to my statement in this House on 22nd July. With the establishment of a Ministerial system at the centre, the enlargement of the Protectorate Legislative Council, the establishment of the new system in Buganda and the signature of the substantive Buganda Agreement, the constitutional reforms outlined three months ago have now all been successfully carried into effect.

Is my right hon. Friend aware that most people will be deeply pleased that the Kabaka has been able to return to Uganda and hope that the future constitutional developments will take place in a peaceful atmosphere?
