2. Mr. Dodds

asked the Minister of Agriculture, Fisheries and Food if he is satisfied that the new bread order which lays down the quality of a milk loaf is consistent with the Food and Drugs Act, the Merchandise Marks Act and the Defence (Sale of Food) regulations; and, in view of the doubts that have arisen, what steps he is taking to clarify the situation.

I am advised that there is no legal conflict between the Bread (Amendment) Order, 1955, and the statutes to which the hon. Member refers. In regard to the second part of the Question, I have no doubt that those concerned will take note of this Answer.

Is the right hon. Gentleman saying that under the law of the land it is in order to use skimmed milk powder to make a milk loaf and not whole milk or liquid milk?

I think the legal position is that there is no definition of milk as an ingredient in a composite food, and traditionally the milk loaf has been a loaf often made with milk without the fatty solids.
