§ Mr. BellInasmuch as that Answer differs only in being a little more hopeful from the Answer given to me four-and-a-half years ago, and inasmuch as the matter has not only been under continuous consideration, but also active negotiation for four-and-a-half years, would my hon. Friend bring it to early finality, and relieve his Department of what by now must be an almost crushing burden?
§ Mr. MacleanWe are as anxious as my hon. Friend to get this problem solved. But he must realise that it is a delicate problem and a number of different interests are involved.
