Dr. HillNewspapers and magazines may be posted at newspaper and printed paper rates provided they comply with certain statutory conditions. Eligibility for such rates does not depend on the class of organisation responsible for the publication. The Cyclists' Touring Club Gazette is not eligible for the newspaper rate because one of the conditions of that rate is that publication must take place at intervals of not more than seven days.
§ Mr. IremongerWill my right hon. Friend consider widening the scope of the regulations which are now in his province so as to bring voluntary and non-profit-making organisations within the range of their benefits?
Dr. HillI have made a provisional calculation of what the loss would be to increase the period from seven to twenty-eight days, and I find that it is about £1 million.
