asked the Secretary of State for Scotland if he will promote legislation to prohibit the sale of explosive fireworks in Scotland except on a restricted number of days immediately preceding 5th November.

My right hon. and gallant Friend the Home Secretary and my right hon. Friend do not consider, having regard to the powers already available for controlling the use of fireworks, that new legislation of the kind suggested would be justified.

Has the Under-Secretary ever tried nursing a baby to sleep amid all the thunderflashes that have been going off during the whole of the last six weeks? Will he at least have a word with the police about restricting these things, without spoiling anybody's fun?
§ Mr. Stewart
Under the present law steps can be taken when people are being obstreperous and a bit of a nuisance in the street, and, that being so, we do not feel that further steps are necessary.
