Resolved, That, for the purposes of any Act of the present Session to enable effect to be given to the International Convention for the Prevention of Pollution of the Sea by Oil, 1954, and otherwise to make new provision for preventing the pollution of navigable waters by oil, it is expedient to authorise—

  1. (1) the payment out of moneys provided by Parliament of—
    1. (a) any administrative expenses of the Minister of Transport and Civil Aviation under the said Act, and
    2. (b) any increase, attributable to provisions of the said Act relating to facilities in harbours for the disposal of oil residues, in the sums payable out of such moneys 1806 under Part I of the Local Government Act, 1948, or under the Local Government (Financial Provisions) (Scotland) Act, 1954;
  2. (2) the payment into the Exchequer of any fees received by the said Minister under the said Act.—[Mr. Boyd-Carpenter.]
