§ Mr. DarlingDo I take it that the President of the Board of Trade has no views on international monopolies and cartels, and that the only action that he is prepared to take to deal with these menaces in international business is action that he is forced to take by the pressure that we put upon him?

The conference was on 16th May, and, in deference to the doubt felt at that time in certain quarters as to which party would be elected to form Her Majesty's Government, we thought it right to abstain from the discussion.
