asked the Secretary of State for Scotland to what extent the shortage of certificated teachers in Scotland is being met by an increase in the supply of uncertificated teachers.

Mr. Henderson Stewart

Ninety-eight more uncertificated teachers were employed on the date of the count in October, 1954, than were employed on the corresponding day in 1953. In October, 1954, the latest date for which figures are available, 1,038 uncertificated teachers were employed, as compared with 940 in October, 1953.

Mr. Rankin

Does the Minister mean, in his reply to my right hon. Friend appealing for more boys and girls to continue their education, that he is making sure that uncertificated teachers will be provided to give them the education?

Mr. Stewart

Again, I invite the hon. Gentleman to consider how this result is made up. More than 60 per cent. of the uncertificated teachers are university graduates, or trained teachers, but not certificated in Scotland—they were trained in England, and so on—or people skilled and qualified in particular practical subjects.
