asked the Secretary of State for the Colonies on what grounds citizens from other areas in Uganda are prohibited from visiting the Karamoja district without special permits.

Mr. Hopkinson

Karamoja is a backward and remote district, which is from time to time the scene of sudden outbreaks of inter-tribal fighting and stock raiding. Control of entry is considered essential for the peaceful administration of the district and for the safety of travellers; but I am advised that permits to enter on legitimate business are freely granted.
