On a point of order. I want to raise with you, Mr. Speaker, a point in regard to a Question which was put down to the Secretary of State for Scotland and has now been transferred to the Ministry of Transport and Civil Aviation. It appears on the Order Paper as Question No. 53. It refers to Scottish roads, and in particular to Highland roads for which the Secretary of State for Scotland is wholly responsible. Since it is purely a factual Question, why has the Secretary of State for Scotland not been permitted by the Government to answer it, and why is it being transferred to the Ministry to which I have referred? I shall be glad if the Secretary of State is allowed to tell us.
