32. Mr. Tilney

asked the Secretary of State for the Colonies whether, despite the great improvement in the operation of the Nigerian railways, he is satisfied that sufficient rolling-stock is available, as congestion at Apapa and Port Harcourt quays continues, with subsequent delay to shipping; and what part is played in such delay by lack of sufficient waggons of the type required.
