Is the right hon. and gallant Gentleman aware that the American Senate has already approved the Geneva Convention and that most other Governments, including the Governments of the Soviet Union and France, have already ratified it? Why are the British Government dragging their heels in this way about ratifying conventions which were signed as far back as 1949?
