Resolution reported,
That, for the purposes of any Act of the present Session to increase the maximum amount of the grants which may be made out of moneys provided by Parliament to the Herring Industry Board for the promotion of the sale of herring and other purposes; to confer on the Minister of Agriculture and Fisheries and the Secretary of State powers to make grants and loans for the execution, for the benefit of the fishing industry, of harbour and other works and to determine certain existing powers in that behalf; to empower the Secretary of State to operate dredgers; and for purposes connected with the matters aforesaid, it is expedient—
§ (1) To authorise the payment, out of moneys provided by Parliament, of—
- (a) any increase in the sums, payable out of moneys so provided which is attributable to any provisions of the said Act raising by five hundred thousand pounds the limit imposed by subsection (1) of section five of the White Fish and Herring Industries Act, 1948, upon the aggregate amount of the grants which may be made under that subsection out of
1842 moneys so provided and enabling that limit to be further raised by an amount not exceeding two hundred and fifty thousand pounds; - (b) any expenses incurred by the Minister of Agriculture and Fisheries and the Secretary of State in giving, to public authorities or associations of persons or companies not trading for profit, financial assistance in respect of—
- (i) the execution of works for the construction, improvement or repair of harbours, piers, quays, jetties, boatslips or slipways in Great Britain, the landward approaches thereto or buildings, structures or apparatus thereat;
- (ii) costs incurred in or in connection with the preparation of plans and specifications of such works, reports with respect thereto and estimates of expenses to be incurred for the purposes of the execution thereof; or
- (iii) the remuneration of persons employed in an advisory or supervisory capacity in connection with the execution of such works;
- (c)any expenses incurred by the Minister of Agriculture and Fisheries or the Secretary of State by virtue of any provision of the said Act vesting in the one or the other of them liabilities of the Treasury under agreements made by the Treasury for the making, under Part I of the Development and Road Improvement Funds Act, 1909, of advances for the construction or improvement of harbours; and
- (d) any expenses incurred by the Secretary of State in operating dredgers;
§ (2) to authorise the payment into the Exchequer of—
- (a) any sums received under or by virtue of the said Act of the present Session by the Minister of Agriculture and Fisheries or the Secretary of State; and
- (b) any moneys in the hands of the Queen's and Lord Treasurer's Remembrancer representing any part of sums heretofore provided by Parliament for the purposes of the Fisheries Act, 1824; and
§ (3) to authorise the Minister of Agriculture and Fisheries and the Secretary of State respectively, as respects—
- (a)any loan made by him under the said Act of the present Session; or
- (b)any loan in respect of which rights and liabilities of the Treasury vest in him by virtue of the said Act of the present Session;
