§ 28. Mr. Warbeyasked the Secretary of State for Foreign Affairs whether, in view of the uncertainty as to which regional arrangements and agencies are competent to act on behalf of the United Nations Security Council in accordance with Chapter VIII of the Charter, he will in struct the British representative on the Security Council to propose the drawing up of working rules for the registration and recognition of such agencies.
§ Mr. TurtonNo, Sir. Her Majesty's Government are not satisfied that such a procedure would achieve anything useful.
§ Mr. WarbeyIs it not unsatisfactory and absurd when it is possible for several organisations suddenly to pop up and claim to be formed in accordance with the principles of the United Nations Charter regarding regional arrangements, and. in the case of Guatemala, take over responsibility for settling a dispute which ought to be settled by the Security Council? Would it not be more sensible to have some proper working rules about it?
§ Mr. TurtonI do not believe that to make this system more formal would really help a solution of international problems.
