§ Mr. Boyd-CarpenterI am afraid I do not know when I shall receive this Report. I am bound to say, in defence of the Committee, that extremely difficult problems of law appear to arise. Until I have the Report, I am afraid I cannot answer the latter part of my noble Friend's Question.
