asked the Secretary of State for the Colonies, if he will give details of the scheme whereby European officers in the Federation of Malaya are to get annual leave in the United Kingdom, travelling to and fro by air.

Details of the scheme are given in a Federal Govern- ment Circular, of which I am sending my hon. Friend a copy.

Does my right hon. Friend think that the scheme might be applied with advantage elsewhere?
