§ Mr. P. ThorneycroftI am unable to make any reliable estimate of the saving in foreign currency due to waste paper salvage, but I have no doubt that it is substantial. During recent months collections have been running some 5 to 10 per cent. below the requirements of the mills, which have been drawing on stocks.
