asked the Secretary of State for the Colonies what proposals he is considering for constitutional reform in the several smaller Colonial Territories.

Mr. Lennox-Boyd

Constitutional development is an individual problem in each territory, and its progress depends upon many factors, of which the size of the territory is only one. I cannot do more, in reply to a general question such as this, than re-affirm the policy, on which all parties in this House are agreed, of promoting in each territory the progressive development of self-governing institutions according to the local conditions and circumstances obtaining there from time to time.

Mr. Jones

If, when we return after Easter—if we do return—I put a Question to the right hon. Gentleman about several of the smaller territories individually, will he be in a position to give me an answer?

Mr. Lennox-Boyd

I am sure that the Secretary of State for the Colonies will certainly answer any such Question.
