8. Captain Ryder

asked the Minister of Fuel and Power if he will now give an undertaking to refuse his approval for the shipment of coal to this country under circumstances which condone the principle of flag discrimination.

Mr. Joynson-Hicks

No coal bought for import into this country in the normal way of trade is or will be subject to flag discrimination, but Her Majesty's Government have always recognised that one of the conditions of the receipt of United States aid is that 50 per cent. of any goods imported from the United States which represent aid must be moved in United States ships.

Captain Ryder

Are we receiving any coal under Marshall Aid, or are we to understand that in future there will be no further flag discrimination of this type?

Mr. Joynson-Hicks

I should not like to speak with regard to the future, but I think that it is correct to say that at the moment we are not receiving any coal under Marshall Aid.
