I have not yet had an opportunity of presenting the Bill to the House. I suggest that it is completely out of order for the hon. Member for Sevenoaks (Mr. Rodgers) to speak against it.

I thought that the hon. and gallant Member was moving the Second Reading without a speech.

Having regard to all the circumstances, all I can do is to move the Motion formally.
