I beg to move, in page 24, line 5, to leave out from beginning, to second "that," in line 11, and to insert: at the time of that decision he is entitled to an interest in any land to which the decision relates which has an unexpended balance of established development value, and the value of that interest or, in the case of an interest extending to other land, the value of that interest in so far as it subsists in. The purpose of this Amendment is to make clear that the title to compensation depends on the existence of an unexpended balance and also that the insertion of the words "at the time of that decision" which appear at the very beginning of the Amendment would ensure that only the owner of the interests at the time of the decision is entitled to a claim, and that no claim is possible by any other person who acquired the land after the decision was made. In the main, this is a drafting Amendment.
