asked the Secretary of State for the Colonies (1) his intentions regarding increased African representation in the Legislative Council of Nyasaland;

(2) when he proposes to introduce a new method of popular election to the Legislative Council of Nyasaland.

My consultations with the Governor about constitutional changes are still in progress and I regret that I am not yet able to make a statement.

When the right hon. Gentleman consults informed opinion in the Colony and in the United Kingdom, will he bear in mind that a good target to aim at would be parity at about six African members with six Asian and European members? Is he aware that this is a psychological matter, that the Colony is in a disturbed state following federation and that it would stabilise the situation if he considered this point?
