asked the Secretary of State for the Home Department what progress has been made in preparing legislation to implement the recommendations of the Gowers Committee on offices regulations; and if he will make a statement.

Preparations for legislation are well advanced, but I regret that I cannot say when it will be possible to find time in Parliament for a Bill on this subject.

Mr. Mulley

While I appreciate that the right hon. and gallant Gentleman may not be in a position to give the date today, may I ask whether he is aware of the great dissatisfaction that exists among clerical workers at the long delay in giving legislative effect to these recommendations? Will he use his best endeavours to see that an appropriate Measure is included in the forthcoming Queen's Speech?

I cannot anticipate that. All I would say is that there is no disagreement about the need for the Measure suggested, and that we shall do everything we can to press it forward.
