asked the Minister of Transport and Civil Aviation if he will take steps to clarify the position in regard to traffic signals, since the Highway Code makes it clear that when red and amber lights show together the signal means remain stationary until the green appears, while in a recent court case a judge stated that it was not wrong to cross traffic signals showing red and amber.

Paragraph 23 of the Traffic Signs Regulations makes it, in my view, perfectly clear that it is an offence to pass traffic lights when showing red and amber together. The Highway Code follows the Regulations.
